Program Evaluation & Organizational Reviews

Kelly, Anderson understands the sensitivity and complexity associated with the review of program activities and organizational infrastructures. Reviewing program accomplishments or restructuring for the future can be one of the most significant steps to position management and employees to move forward with a new direction.

Obtaining information from different sources, e.g., surveys of other agencies, clients, industry, and staff often provides insights related to best practices, reengineering successes, and key matters that may require attention during reviews. We generally undertake these initiatives with involvement by management, staff, and employees (e.g., representatives from unions where appropriate).

Kelly, Anderson knows that organizations may want an independent look at their program and organizations, but with ample opportunities for input and feedback as our team explores the strategic and tactical aspects of any changes. To accomplish this objective, we provide draft findings and seek feedback. We then develop draft recommendations and request input. The final evaluation or review offers a stronger profile of current and future alternatives, and positions the agency to make decisions for the short and long term.

  • Organizational assessment for Office of Public Affairs
  • Program evaluation of Office of Procurement
  • Program review of financial processing organization

New approaches to organizational requirements have been addressed in a number of organizations, including:

  • Alcohol and Tobacco Tax and Trade Bureau
  • Customs and Border Protection
  • Division of Payment Management, Program Support Center, HHS
  • National Atmospheric and Space Administration

These reviews included the identification of options for new alignment of responsibilities and customer-oriented solutions to identified issues. Many of Kelly, Anderson's experts have completed program assessments and organizational reviews with appropriate recommendations during their Federal careers, and they have helped implement the results.

Kelly, Anderson uses senior staff that may have experience in the agency reviewed as well as team members from one or more other agencies to ensure different points of view and knowledge are brought to the project. By having this mix on the team, we avoid paths that have been unsuccessful both inside and outside the agency. We also use our previously completed interagency surveys, and inventory of best practices to streamline surveys or reviews.
