Federal Human Resource Specialists
Kelly, Anderson & Associates, Inc., a strategic consulting, business development, and business operational support services firm headquartered in Alexandria, VA, is seeking qualified Federal Human Resource Specialists with experience in performing civilian Human Resource functions. Experience in the Intelligence community is desirable. Candidates must have active Top Secret Clearances (within the last 2 years) and experience as defined below.
- Staffing – performs the full range of recruitment and hiring activities in the Federal government. Prepares job analysis, crediting plan, job announcement and interview worksheets. Screens and rates applications and prepares referral lists for hiring managers. Extends job offers, conducts pre-employment verifications, ensures security clearance requirements are met. Advises hiring managers throughout the process on issues such as areas of consideration, recruitment strategies, hiring incentives, special authorities, qualifications issues. The individual will have occupied or currently occupies the GS-201 series and is an expert in OPM regulations and guidelines regarding promotion and placement in the Federal service.
- Classification – Reviews, edits or develops Federal civilian positions descriptions. Ensures classification accuracy (title, series, grade) and analyzes the position in the context of the organization structure. Performs desk audits, writes evaluation statements, makes FLSA determinations, employs all OPM guides in the performance of assigned duties. Advises hiring managers on position management and position control. The individual will have occupied or currently occupies the GS-201 series and is an expert in OPM regulations and guidelines for the Federal service.
- Employee Relations – expertise in performance management, complaint processing, Federal civilian benefits advisory, awards and recognition programs, application of remediation and disciplinary measures for performance or behavioral issues, retirements and separations, employee/management relations in the workforce. Provides expert advisory to managers and employees on all of the above. The individual will have occupied or currently occupies the GS-201 series and is an expert in OPM regulations and guidelines for the Federal service.
- Human Resource Assistant – responsible for processing all Federal Civilian human resource actions and input into the personnel data system. This includes all pay and benefits actions, position changes, individual personnel data updates, official personnel record maintenance, and ensuring the accuracy of all entries into the system as pertains to the individual and the position occupied. Must be adept at adjudicating veterans' preference, service computation dates, verification of pay and benefits information. May provide assistance and support to Federal Human Resources specialists. The individual will have occupied or currently occupies the GS-203 series and is an expert in OPM regulations and guidelines for the Federal service, including the OPM Guide to Processing Personnel Actions and the OPM Guide to Personnel Record Keeping.
All contract work will be performed at the client's site within the continental United States; work locations will vary by project.
